InFocus: Judicial Branch Budget Crisis

What's the difference between having all the laws in the world...but no justice system to enforce them?  There is none!  So who enforces them, then?  I imagine a Police State would do that.  But not all of them.   Most likely only the ones that require the passivation of the common folk.

Courts Closing

114 courtrooms and 22 courthouses have been shuttered, with plans for even more closures to come. A statewide reduction of more than 2,000 staff has lead to unprecedented service cutbacks affecting the court users most in need.
